New Framework Aims to Standardize Cost Evidence in Global Education

Elena Walls and Emily Gustafsson-Wright have introduced a harmonized framework designed to bring consistency to how cost evidence is generated, analyzed, reported, disseminated, and used across the global education sector and early childhood care and education programs.

The proposal responds to a long-standing problem in the field. Governments, donors, and implementing organizations frequently produce cost data using different methods, definitions, and reporting formats. As a result, comparing programs or scaling successful interventions becomes difficult. The new framework seeks to change that by establishing common standards that apply from the moment cost data is collected through to the point where it informs policy and funding decisions.

The authors argue that reliable cost evidence is essential for making smart investments in education, particularly in low- and middle-income countries where resources are limited and every dollar must work harder. Without shared standards, even well-intentioned cost studies can end up isolated, misunderstood, or ignored.

The framework covers the full lifecycle of cost evidence. It offers guidance on how to generate accurate cost estimates, how to analyze them in ways that support decision making, how to report findings clearly, how to share them with the right audiences, and how to ensure they are actually used in planning and budgeting.

By aligning practices across organizations and regions, the approach aims to build a stronger evidence base that can help governments and international partners allocate funding more effectively and expand programs that demonstrate real value.
