Vermont lawmakers wrapped up their legislative session Friday, heading home for the summer after pushing through a series of major bills that had dominated the final weeks of debate. The package includes a sweeping education reform bill, a state budget, and new property tax yield rates designed to address rising costs.
The education bill, a central focus of the session, aims to restructure how the state funds its schools. Supporters say it will create a more equitable system and slow the growth of property taxes, which have been a major concern for homeowners. The legislation includes changes to the school funding formula and new oversight measures for school districts.
Alongside the education reforms, the legislature approved a state budget that funds core services including healthcare, transportation, and social programs. The budget reflects a compromise between the House and Senate, with increased spending on child care subsidies and mental health services.
The property tax yield rates, which determine how much municipalities must raise to meet education spending goals, were set after intense negotiations. Lawmakers aimed to keep the increase below double digits, but many towns will still see a noticeable rise in tax bills next year.
Governor Phil Scott is expected to review the bills in the coming days. While he has signaled support for the education reforms, he has also expressed concerns about the overall cost to taxpayers. The session ended with a mix of relief and uncertainty, as the full impact of the new laws will not be clear until local budgets are finalized this fall.
