Supporters say the legislation addresses long-standing gaps in the state's education system, where rural students often face limited access to advanced coursework and support services.
Critics have raised concerns about the long-term funding sources for the programs, but state officials project that increased tax revenue and federal matching funds will cover the costs. The bills take effect at the start of the next academic year, with full implementation expected within two years.
