FY2027 D.C. budget analysis: D.C.’s career education strategy leaves out adult learners

While the budget allocates substantial resources toward career and technical education for youth, it largely fails to address the needs of adult learners seeking to improve their skills or change careers. The D.C. Policy Center report argues that this oversight could undermine long-term economic mobility for thousands of residents.

The analysis points out that the city's current approach focuses heavily on high school students and recent graduates, with programs like the Career and Technical Education initiative receiving steady funding. However, adults who did not complete a degree, who are looking to reskill after a job loss, or who need basic digital literacy training are left with fragmented and underfunded options. The report notes that nearly one in five D.C. residents lacks a high school diploma or equivalent, and many of these adults are in low-wage jobs with little room for advancement.

Without a coordinated strategy for adult career education, the city risks creating a two-tiered workforce. Younger workers may benefit from new training pipelines, while older workers and parents trying to re-enter the labor market face barriers. The analysis recommends that the D.C. Council and Mayor's office set aside dedicated funding in the FY2027 budget for adult career pathways, including wraparound supports like childcare and transportation. It also calls for better data collection to track outcomes for adult learners, who are often invisible in current workforce metrics. The report concludes that ignoring this population will only widen existing economic divides in the District.
